At least six gunmen stormed a Transport Ministry building in Baghdad.
Security forces besieged the building. All six attackers died in the incident, while at least two employees were reportedly killed.
Reuters quoted a senior security official as saying 18 died, including the attackers.
In another part of Baghdad, two bomb blasts struck near a market, killing at least six people.
Those incidents put the January death toll in Iraq at more than 900.
Meanwhile, in restive Anbar Province, shelling by security forces in the cities of Ramadi and Fallujah has ceased.
The assault was against Al-Qaeda-linked militants who still control Fallujah and parts of Ramadi.
Intermittent clashes are reported in both cities, from which hundreds of thousands of people have fled.
