BRUSSELS -- NATO and Russia said on October 23 they had made no progress in settling differences over a planned missile-defense system for Europe but pledged to continue efforts to resolve the row.

NATO Secretary-General Anders Fogh Rasmussen, speaking in Brussels after a NATO-Russia Council meeting, said "it is no secret we have not yet found a way forward on missile defense," despite NATO assurances a proposed missile shield would be intended to protect Europe from attacks by rogue states, not Russia.

Rasmussen also reiterated NATO support for the aspirations of Georgia and Ukraine to join NATO, stressing "there is no change whatsoever" in that position.

Russian Defense Minister Sergei Shoigu, at a news conference after the meeting, said Russian concerns on missile defense were still not being taken into consideration.
