Sergei Ignatchenko, with the Federal Security Service (FSB), said evidence of hexogen was found on a Tu-134 jetliner that crashed in the Tula region south of Moscow.
Hexogen was also found at the wreckage of the Tu-154 that went down in the Rostov region south of Moscow. As many as 89 people were killed in both crashes.
A website connected to Islamic militants has claimed the crashes are retaliation for Russia's war in Chechnya. That claim could not be independently confirmed.
