Putin said energy cooperation between Russia and oil-rich Kazakhstan is the primary issue in their bilateral relations. He also urged separate high-level talks on the issue of the Caspian Sea between its five littoral states, which have disputing claims on the sea's vast energy resources.
Kazakhstan, Russia, Iran, Azerbaijan, and Turkmenistan have been discussing the division of the sea since the break-up of the Soviet Union but have yet to agree on how to do it.
Nazarbaev said the energy ministries of Russian and Kazakhstan are making progress in talks on jointly developing three major oil fields in Kazakhstan's western Caspian Sea territory.
