UN Secretary General Kofi Annan has also urged North Korea to return to the negotiating table after it announced its withdrawal talks on its nuclear program. Annan urged other parties to the talks, such as China, South Korea, and the United States, to make efforts to bring North Korea back to the table.
"I expect that, with the efforts of the other countries involved, North Korea could be brought back to the table," Annan said. "So, I would urge them to engage North Korea and bring them back to the table and for the talks to resume as quickly as possible."
North Korea also announced it already has nuclear weapons.
U.S. Secretary of State Condoleezza Rice warned Pyongyang that its arms ambitions will deepen its international isolation.
