Momcilo Mandic, who served in former Bosnian Serb leader Karadzic's wartime government, was arrested in the coastal resort of Budva. He was charged with embezzlement and fraud.
The head of the international community in Bosnia, Paddy Ashdown, has accused Mandic of financially supporting Karadzic. Mandic denies the allegation.
Karadzic has been indicted by the United Nations war crimes tribunal for genocide for the 1995 Srebrenica massacre of some 8,000 Muslims and the 43-month siege of Sarajevo. He remains at large.
