The former chief of the Russian oil giant Yukos was recently sentenced to nine years in jail after being found guilty of tax evasion and fraud.
He and his supporters said Khodorkovskii was the victim of a Kremlin campaign to punish him for supporting opposition parties. The Kremlin denied this, saying it was merely cracking down on a tax cheat.
Kolesnikov said prosecutors were focusing now on Leonid Nevzlin, the majority shareholder in Yukos. Nevzlin is now believed to be in Israel.
