Aleksei Droganov, 37, was an officer in Artyom Kuznetsov's division of the Tax Crimes Department of the Moscow branch of the Interior Ministry during the period in question. In 2007, he illegally seized the documents used to perpetrate the fraud scheme that Magnitsky exposed. While supposedly tasked with investigating that same scheme, Droganov arrested the lawyer under allegedly false pretenses. He helped keep Magnitsky in pretrial detention for nearly a year.
