Prosecutors in Montenegro say they are investigating a tunnel dug between the High Court building and a nearby apartment in Podgorica after its discovery by authorities probing an apparent burglary attempt. Montenegrin authorities have grappled with organized crime and lawlessness for decades. To see the original story by RFE/RL's Balkan Service, click here.
