For the first time since Russia’s February 2022 invasion of Ukraine, the United States has lifted sanctions imposed against a Russian individual. The Treasury Department announced on May 19 that it had removed tycoon Anatoly Karachinsky, co-founder of the IBS technology group, from its sanctions list. No explanation was given.
