Kosovo's Judiciary Failing Victims, Says HRW

(RFE/RL) May 30, 2006 -- A new report by Human Rights Watch (HRW) says the judiciary in UN-administered Kosovo is failing victims.

It specifically highlights the judiciary's failure to prosecute those involved in widespread anti-Serb riots in 2004 that left 19 people dead.

The human rights watchdog says the legal system's inadequate response is reinforcing a culture of impunity that still reigns in Kosovo.
