Blasts Hit Ingushetia Oil Refinery

August 22, 2006 -- Two bombs exploded at an oil pipeline at a refinery complex in Russia's southern republic of Ingushetia early today.

Prosecutors said the blasts were not considered terrorism, but described them as "sabotage." The explosions in the Malgobek district caused a fire that authorities said was quickly put out.
