The draft is backed by Rashid Tagaev, the chairman of the parliament's Defense and Security Committee, and Busurmankul Tabaldiev, the head of Kyrgyzstan's National Security Service (SNB).
Addressing parliament, Tagaev said that, unlike the existing law that was adopted in 1999, the proposed draft offers a clear definition of "terrorism," a "terrorist," and a "hostage."
He also said the draft clearly defines the respective competencies of each of the country's law enforcement agencies.
SNB chief Tabaldiev said one of the provisions of the proposed bill envisions the creation of a national counterterrorism center.
He said the proposed center should be placed under the direct supervision of the SNB in order to make the fight against terror more efficient.
