September 5, 2006 -- The U.S. administration claimed progress today in fighting global terrorism, but also said the enemy has adjusted to U.S. defenses and that the United States is safer but not yet safe.
The comments were made in an updated counterterrorism strategy released in advance of a speech that President George W. Bush is set to give later on September 5.
