Serbian Parliament Ratifies New Constitution

Serbian Prime Minister Vojislav Kostunica (center) with flag-waving supporters outside the parliament building in Belgrade (epa) November 8, 2006 -- Serbia's parliament today formally ratified the country's new constitution, which, if implemented, would pave the way for early elections.

The constitution was approved by voters in a referendum last month.

It remains unclear when elections would be held since the country's political leaders have failed to agree on a bill that would implement the new charter.
