Bermet Akaeva had this week appealed a decision by the Kemin district court which barred her from running in a by-election set for April 29.
But today's decision by the country's highest court in Bishkek upheld the Kemin district court's ruling, which said Akaeva lacked the required length-of-residence to be a candidate.
