Activists from the London-based Syrian Observatory for Human Rights said that Syrian troops had killed at least 22 people on September 16.
Four people were shot dead by security forces in and around Damascus, nine in the central cities of Hama and Homs, six in southern Daraa province, and three in Idlib.
The latest deaths came after UN chief Ban Ki-moon called for "coherent" global action over President Bashar al-Assad's deadly response to the antigovernment protests, now in their sixth continuous month.
In his trip to Tripoli, Turkish Prime Minister Recep Tayyip Erdogan referred to Syria, saying those who inflict repression on people in Syria will not survive.
Erdogan advised Assad to rid himself of "those surrounding him who insist on the repression and the breaking of the Syrian people's will."
Erdogan also cautioned Iran about helping the Syrian government, saying "we warned them [Iran] that the Assad administration is getting spoiled with your encouragement."
