Jochen Flasbarth, who serves as the German government's commissioner for the reconstruction of Ukraine, pledged the aid during a visit to the country, dpa learned on October 21. According to the Economic Cooperation and Development Ministry in Berlin, Germany has so far allocated around 1 billion euros for civilian purposes since Russia's full-scale invasion of Ukraine in February 2022.
