Details were sketchy, but police said it appeared an exploding hand grenade forced people to run in the direction of the mosque, where a suicide bomber detonated his explosives.
Officials said security forces prevented the bomber from entering the mosque, limiting the death toll to 28. Dozens more were wounded.
Earlier, a car bomb exploded while a convoy of paramilitary troops was traveling near the city of Peshawar, killing at least 17 and wounding many more.
Elsewhere in the northwest, a roadside bomb struck an army convoy, killing four soldiers in the North Waziristan tribal area.
