Ukrainian investigators have detained Yevhen Borisov, the former military commissioner of the Odesa region, on charges of illegal enrichment, deriliction of duty, and evading military service. The State Bureau of Investigations and the Prosecutor-General's Office said on July 24 that Borisov was detained in Kyiv.
