Kerry, Lavrov Announce Syrian Peace Plan

The United States and Russia say they have reached a breakthrough deal to renew the cease-fire in Syria while working together to defeat terrorist groups there and lay the foundation for peace talks. U.S. Secretary of State John Kerry, standing next to Russian Foreign Minister Sergei Lavrov after a day of marathon talks in Geneva on September 9, said he believes the plan will help to "stop the conflict" and could mark a "turning point" in the six-year civil war, if it is faithfully carried out by all sides.
