The coordinated international efforts last year to counter piracy off the Horn of Africa failed to address the ongoing underlying socioeconomic problems. Leading maritime states should work with other like-minded governments to strengthen the off-shore surveillance and interdiction capacities of weaker maritime countries and sponsor joint civilian-military operations aimed at enhancing the general viability of coastal regions.
