Azerbaijanis Vote On President's Powers -- Some Apparently More Than Once

Voters in Azerbaijan went to the polls on September 26 in a referendum on the constitutional powers of the president. The measures are widely expected to be approved, despite international criticism and concern about voter fraud. RFE/RL's Azerbaijani service witnessed some dubious voting practices.
