Independent Electoral Commission (IEC) deputy head Abdorrahman Hotak has told Kabul's 1TV that the "problems of the previous round of elections will not be repeated."
Describing the voting-counting process, Hotak says that the IEC has taken serious measures to ensure transparency. One includes having four copies of electoral forms when the counting begins, with a copy given to the representatives of each candidate so they are aware of how the vote went.

IEC spokesman Noor Mohammad Noor, speaking to Radio Free Afghanistan, has said that 121 polling stations were not opened today due to security risks. He said that "communication was lost" with 20 polling stations and it was unclear if they were opened or not.
He reports that ballots ran out at at least 333 polling stations, but that more ballots were sent and officials "managed to encourage people to come back and take part in this process."
