From our news desk:
A UN report on human rights in Ukraine says propaganda and incitement to hatred need to be "urgently countered" in order to de-escalate the crisis in the country.
The report, issued on April 15 by the UN Office of the High Commissioner for Human Rights, analyzed the situation in Ukraine since November 2013.
It said "excessive use of force" by the Berkut special police and other security forces radicalized the Euromaidan protesters in Kyiv.
The report said several measures taken by pro-Russian officials in Ukraine's Crimean Peninsula before and after a March 16 referendum are "deeply concerning from a human rights perspective."
It added that while there were some attacks against the ethnic Russian community in Crimea, they were "neither systematic nor widespread."
The report said it found in Crimea credible claims of harassment, arbitrary arrests, and torture targeting activists and journalists who opposed the referendum.

From our news desk:
Russian Foreign Minister Sergei Lavrov says Kyiv's offer of dialogue with pro-Russia separatists in eastern Ukraine is "a step in the right direction, albeit very belated."
Lavrov, speaking on a visit to Beijing on April 15, said it is "unacceptable" to use force to resolve the crisis in eastern Ukraine, where separatists have seized government buildings in at least 10 towns.
Meanwhile, Ukraine's acting President Oleksandr Turchynov said security forces overnight on April 15 launched an "antiterrorist operation" in Donetsk region.
Turchynov accused Russia of harboring "brutal plans" to destabilize Ukraine's southeast.
U.S. President Barack Obama, in a telephone conversation on April 14, urged Russian President Vladimir Putin to use his influence to make separatists in eastern Ukraine stand down.
Russia denies any involvement in the unrest.
