Georgia's Central Election Commission says early results from Monday's parliamentary election indicate opponents of President Mikheil Saakashvili are leading.

The CEC said that with ballots from more than 20 percent of polling stations counted, the opposition Georgian Dream coalition led by billionaire Bidzina Ivanishvili was leading in the vote for party lists.

The CEC said Georgian Dream had 54 percent of the vote, while the ruling United National Movement received 41 percent.

Seventy seven of the 150 members of parliament are being elected based on party lists. The remaining 73 members are being elected directly in voting districts.

Georgian Dream’s apparent success is not a blow to Georgia’s “rose” revolution. If anything, it represents the partial realization of some aspirations of many of Saakashvili’s earlier supporters. It would have been a great embarrassment for Georgia if the ruling party had won an easy victory after the revelations of the abuses in Georgia’s prison system, to say nothing of all of the other abuses of power by the ruling party. This outcome is not a loss for the U.S. or the West. To the extent that it creates an opening for reduced tensions between Russia and Georgia, this outcome is a benefit to both countries and the region as a whole.
