The Russian Interior Ministry's Investigative Department has denied a request for a plea bargain by wanted businessman Sergei Polonsky.
Polonsky's lawyer, Aleksandr Karabanov, said on November 8 that Polonsky's defense team plans to lodge another plea-deal petition with the Prosecutor-General's Office.
Russian authorities have officially asked Cambodia to extradite Polonsky, a property developer who is wanted in Russia on embezzlement charges.
Karabanov said earlier this week that his client was ready to make a deal with investigators and return to Russia.
Russia and Cambodia do not have an extradition agreement.
Polonsky and two associates were arrested in Cambodia last year after local sailors claimed they had beaten them.
Polonsky spent three months in Cambodia in detention before fleeing to Israel, where he unsuccessfully tried to get Israeli citizenship.
He then returned to Cambodia.
