19 April 2004-- A Moscow police official has been quoted as saying an explosive caused the blast that injured 19 people at a dormitory building in the Russian capital last night.
Police and emergency officials initially said they believed the blast at the Moscow Institute of Transport Engineering dormitory was caused by a gas leak.
But police spokesman Kirill Mazurin was later quoted by Interfax news agency as saying an explosive had detonated in the basement of the northeastern Moscow building.
However, he said the blast was not being considered by the authorities to be an act of terrorism.
The explosion broke windows but caused no major structural damage to the building, which reports say serves as housing for students and Vietnamese traders.
