Noghaideli is set to discuss Georgia's Euro-Atlantic integration, including participation in the EU's European Neighborhood Policy.
The program promotes economic and social reform in participating states by offering closer ties, but not necessarily membership, to the EU.
EU officials scheduled to meet with the Georgian prime minister include foreign policy chief Javier Solana, President Jose Manuel Barroso, and External Relations Commissioner Benita Ferrero Waldner.
Noghaideli is also due to meet with NATO Secretary-General Jaap de Hoop Scheffer and other NATO officials to discuss Georgia's proposal to end its conflict with the breakaway region of South Ossetia.
Noghaideli is traveling with Giorgi Baramidze, Georgia's state minister for European integration.
