Milosevic, who is suffering from a heart condition and high blood pressure, has asked for a provisional release from detention in the Netherlands, where he is being tried by the UN war crimes tribunal on charges of genocide.
Interfax quoted Foreign Ministry spokesman Mikhail Kamynin as saying Russia is considering the issue.
Asked if Russia will consider sending guarantees to the international tribunal that Milosevic would be returned, Kamynin said "all the legal aspects are being studied."
The prosecution is believed to oppose allowing Milosevic to visit Russia because it fears he may not return to The Hague.
Milosevic has been on trial for four years.
