PRAGUE, June 29, 2006 (RFE/RL) -- The UN's top humanitarian official says the UN Security Council must take tougher action to protect civilians in conflicts.
Jan Egeland said that despite the UN's efforts, women were still being raped as a matter of course, children were being recruited as soldiers, and defenseless civilians were being killed.
Egeland told the Security Council on June 28 that in Iraq, Afghanistan, and other countries, civilians continued to bear the full brunt of conflict and terror attacks.
