U.S. defense officials say Petty Officer Ariel Weinmann was working on behalf of Russia when he tried to pass information to foreign agents in Bahrain, Austria, and Mexico last year and early this year.
Weinmann deserted his navy post last year.
He was detained in March when he tried to reenter the United States.
