Police say Kirkuk Governor Abd al-Rahman Mustafa was not harmed. But the blast in the northern city of Kirkuk killed one civilian and wounded at least 12.
Kirkuk's population is a mix of Kurds, Arabs, and ethnic Turkmen . Hundreds have been killed there in sectarian and ethnic fighting in the past few years.
