February 28, 2007 -- The European Union is giving Kyrgyzstan 3 million euros ($4 million) to help it reform its penal system.
Gianni Buquicchio, the secretary of the Council of Europe's European Commission for Democracy Through Law, made the announcement today in Bishkek.
Buquicchio's visit comes as the commission is due to present its report soon on the new Kyrgyz constitution, signed into law by President Kurmanbek Bakiev in January.
