United Nations, 28 March 2003 (RFE/RL) -- The UN Security Council has unanimously approved a resolution reviving the oil-for-food program in Iraq under the authority of UN Secretary-General Kofi Annan.
The resolution authorizes Annan, for the next 45 days, to make adjustments to the program to make sure health supplies and food have priority. The six-year-old program has generated billions of dollars for Iraqi humanitarian needs.
But the resolution also says the main responsibility for addressing the consequences of the war in Iraq falls to the United States and Britain in the event they take control of the country. It refers to the Fourth Geneva Convention on the responsibilities of the occupying power.
