Tatarstan To Cooperate With Russia's Border Service
President of Tatarstan Mintimer Shaimiev and chief of the Regional Board of Russia's Federal Border Service, Lieutenant-General R.Mullayanov, meeting on 11 December in Kazan, discussed cooperation between Tatarstan and the Russian border service. According to Mullayanov, Russia's Southeastern Border Service Board is being set up in the Russian city of Chelyabinsk under a Russian presidential decree and in accordance with an agreement between Russia and Kazakhstan. Tatarstan is one of 23 subjects of the Russian Federation to come under the supervision of the board. The republic has customs posts at the Kazan and Tuben Kama airports. Shaimiev said it is important for Tatarstan to cooperate with the Russian Federal Border Service in the struggle against drugs and arms trafficking, Tatarstan media reported.

Off-Shore Zone Alabuga Starts Work In Tatarstan
A presentation devoted to the beginning of activities in the Alabuga off-shore zone took place at the Tatarstan Trade-Industrial Chamber on 11 December. President of Moscow Trade-Industrial Chamber Yurii Kotov, who attended the presentation, said the adoption of the law on the Alabuga off-shore zone is a very important step. According to the law, all enterprises registered in the off-shore zone are freed from paying most taxes. Investors will be given additional guarantees. The zone is mainly located on an industrial area belonging to YelAZ, the Alabuga car plant. It has been set up for a period of 25 years, which may be prolonged, Tatarstan Television reported.

Parliament to Discuss Changes In Tatarstan Cabinet Structure
Tatarstan President Shaimiev has suggested that at its next plenary session, the parliament introduce changes in the structure of the cabinet, Tatarstan state media reported. The State Council Presidium on 11 December discussed the agenda of the plenary session to be held on 21 December. Draft laws on state non-budget funds as well as a draft state program on the Youth of Tatarstan for 1999- 2000 are included in the agenda.

New District Administration Head Appointed
Tatarstan President Shaimiev has appointed Shaikhulla Nasybullin acting administration head of Tatarstan's Pitrech district. Nasybullin is 50 years old. From 1993 until now, he was deputy administration head of Tatarstan's Biektau district, Tatarstan Radio reported.
