'New START' Arms-Control Treaty Ratified

The U.S. Senate approved the landmark New START nuclear arms-control treaty with Russia on December 22, handing President Barack Obama a major foreign policy victory in his drive to "reset" relations with Moscow and curb the spread of nuclear weapons.
