Andrei Pechegin, 47,was the deputy head of the Division of Supervision of Investigations in the Russian Prosecutor-General's Office during the period in question. He was responsible for denying more than 20 complaints by Magnitsky and his defense lawyers of legal violations, including unlawful arrest and detention of Magnitsky and falsification of evidence. Pechegin also rejected appeals from international rights groups concerning the case against Magnitsky.
