The Ukrainian parliament voted on February 23 to temporarily hand the duties of president to the parliament speaker, Oleksandr Turchynov. The deputy speaker, Ruslan Koshulinsky, put the measure to a vote in the Verkhovna Rada, which approved it without dissenting votes.
