Twin suicide car bombers struck in front of the city's ambulance dispatchers and a nearby restaurant. A local official told Reuters the blasts hit about 500 meters from provincial government offices.
Minutes later, a third bomb was detonated outside the city's department of education.
Doctors at the nearest hospital told DPA news agency that at least 14 people, including the two suicide bombers, had been killed, and that 74 had been injured.
Karbala is the site of several important shrines sacred to Shi'ite Muslims, including the Imam Husayn Shrine.
