NATO won't meet targets for transferring security responsibility to Afghan forces unless allies provide hundreds more specialist instructors.
That's according to Lieutenant-General William Caldwell, the head of NATO's training mission in the country.
Speaking in Brussels on September 28, he said attrition in the Afghan army and police, including from desertion and casualties, meant more than 130,000 more recruits are needed.
Caldwell said training needs for the police -- particularly the paramilitary police -- were acute.
Building up the Afghan police and army to 305,000 by next year is critical to a U.S. and NATO goal of passing control to Afghan forces so that Western troops can eventually withdraw.
