In a letter released ahead of the group's meeting in Toronto, Obama urged the G20 to accelerate financial reform and strengthen public finances, among other measures that would strengthen the global financial system.
He noted that "significant weaknesses" linger among the major and developing economic powers.
Obama also said countries must be careful about withdrawing stimulus programs too quickly.
