(RFE/RL) -- A German lawyer says Uzbek security chief Rustam Inoyatov could not be detained when he was in Berlin because he was on an official visit, RFE/RL's Uzbek Service reports.
Berlin-based lawyer Wolfgang Kaleck has said that the German Federal Prosecutor's Office stated that Inoyatov could not be arrested by police during his October visit because his trip was official. However, the German Chancellor's Office said it was not involved in Inoyatov's visit.
Inoyatov was one of several Uzbek officials banned from entering the European Union after the bloody events in the eastern Uzbek city of Andijon in 2005, when hundreds of protestors were shot to death by security forces.
Inoyatov was implicated in those deaths.
He visited Germany on October 23, just 10 days after the EU lifted the travel ban against Uzbek officials.
