President Hamid Karzai has demanded control of all Afghan militia groups linked to U.S.-led forces amid complaints of abuses by the units.
In a statement issued on February 28, Karzai ordered a delegation to identify groups that cooperate with foreign forces outside Afghan government control.
It gives the international coalition three months to transfer them to Kabul's authority.
Presidential spokesman Aimal Faizi said the order did not refer to the Afghan Local Police, which operate under the authority of the Interior Ministry.
Faizi said Karzai was referring to "parallel structures" created by U.S. Special Forces, the CIA, and other military branches.
Those units are separate from the main NATO-led International Security Assistance Force.
Afghans have complained of torture, illegal detentions, and other abuses at the hands of such units.
