Arab League finance ministers have gathered in Cairo to prepare a list of economic sanctions against Syria.
An Arab League communique said their recommendations -- which include the freezing of government assets and a ban on Syrian officials visiting Arab countries -- comes after Syrian President Bashar al-Assad's regime defied an ultimatum to allow in observers amid a deadly crackdown on protesters.
Arab diplomats are to meet in Cairo on November 27 to vote on the sanctions.
Syrian Foreign Minister Walid Muallem accused the Arab League of "internationalising" the crisis in Syria.
The United Nations say some 3,500 people have been killed in Syria since antigovernment protests began in March.
Meanwhile, activists said at least 24 people were killed on November 26 in various attacks in Syria.
