Speaking to RFE/RL's Khadija Ismayilova in Baku on June 29, U.S. Helsinki Commission Co-Chairman, Congressman Chris Smith, addressed the Nagorno-Karabakh issue during his visit to Azerbaijan. Smith called for a special envoy to be named to mediate between Armenia and Azerbaijan regarding the disputed territory. Armenia and Azerbaijan have been locked in a conflict over Nagorno-Karabakh, which local Armenian separatists, backed by Yerevan, seized from Azerbaijan during a devastating war in the 1990s.
