BRUSSELS -- The prime ministers of Serbia and Kosovo are meeting in Brussels to discuss the implementation of an historic agreement they struck in April.

Kosovo's Hasim Thaci and his Serbian counterpart, Ivica Dacic, will try to agree on how to speed up the process of appointing judges and police officers in the Serb-dominated part of northern Kosovo, which was part of the normalization pact endorsed by Belgrade and Pristina.

The December 5 talks will be mediated by EU foreign-policy chief Catherine Ashton.

Another meeting is scheduled for December 13, before Ashton has to provide a report to EU member states on the progress of talks.

Based on the report, EU heads of governments will decide whether Belgrade can start EU accession negotiations in December or if they will be postponed to January 2014.
