A Russian court on July 31 sent a Ukrainian-born man, Sergei Okrushko, to pretrial detention until at least September 28 on suspicion of involvement in an explosion last week at a major oil refinery in the Volga River city of Samara. Okrushko worked at the facility as an electrician. Local authorities and security officials said earlier that a probe against Okrushko had been launched on a charge of sabotage after he was detained while trying to flee to Kazakhstan.
