Google has failed to overturn a Russian ruling that said it broke competition laws by having its services bundled on Android-based devices.
The Moscow Arbitration Court announced on March 14 it "fully supported" an earlier decision Russia's antimonopoly agency, saying Google's actions “led to prohibition of pre-installation of apps of other producers."
In October, Russia’s Federal Antimonopoly Service ordered Google to reword its contracts with manufacturers that it said disadvantage third-party applications on devices running the Android operating system.
The regulator said Google may face a fine of up to 15 percent of the revenue from the services where the violation occurred.
The ruling followed a complaint from Russian search engine provider Yandex.
The California-based firm can lodge a further appeal against the latest ruling.
