The head of Russia's atomic agency says Moscow is not negotiating the construction of a second unit of Iran's Bushehr nuclear plant.

Rosatom chief Sergei Kiriyenko said that he learned about Iranian plans to build the second unit of the Bushehr plant from the media, adding that no talks on the matter have been held.

Kiriyenko also said that Rosatom always takes into account a project's compliance with international law, IAEA requirements, and nonproliferation goals.

Reports said last week that Rosatom's official, Nikolai Spassky, said Russia might consider the Iranian offer to build the second unit of Bushehr if the offer was made.

The UN Security Council has imposed four rounds of sanctions on Iran because of its alleged nuclear weapons program.
